Accuracy date: May 18, 2026 | Last updated: May 18, 2026 | Next review: September 18, 2026

Starting a business in Sacramento County can involve more than one office. A business in the City of Sacramento may deal with the city Business Operations Tax. A business in unincorporated Sacramento County may need a county General Business License. A food business may also need Sacramento County Environmental Management approval. A business using a trade name may need a county Fictitious Business Name filing.

This guide explains the county layer in plain English so you can tell whether to start with Sacramento County, the City of Sacramento, another city in the county, or a California state agency.

Bottom line

Sacramento County does issue county business licenses, but the general county business license is mainly for businesses located in the unincorporated parts of Sacramento County. If your business address is inside an incorporated city, that city usually controls the local business license, business tax certificate, zoning approval, home occupation approval, and local building or fire review for that address.

The county still matters for many businesses. Sacramento County handles Fictitious Business Name filings, county business licensing for unincorporated locations, many food and environmental health permits, and some unincorporated-area planning and building permits. County health or environmental rules can apply even when your storefront is inside a city.

The most important first step is not filling out a form. It is confirming the jurisdiction for your business address.

Start here: check whether your address is inside a city or unincorporated county

Before you pay for a license, choose a business name, sign a lease, or order equipment, find out whether the business address is inside city limits or in unincorporated Sacramento County.

Where the business is basedLocal license starting pointOther layers to check
City of SacramentoCity of Sacramento Business Operations Tax certificate, not a county General Business License for the local city license layerCity zoning, home occupation permit if home-based, special city permits, county FBN, county health permits if food or environmental health applies, and state registrations
Other incorporated city, such as Citrus Heights, Elk Grove, Folsom, Galt, Isleton, or Rancho CordovaThe city business license, business tax, or business license certificate office for that cityCity zoning/building/fire, county FBN, county health or environmental permits, and state registrations

Mobile or online businessYour home base, business address, storage location, event location, and service area can all matterCounty or city business license rules, special mobile vendor rules, health permits, seller’s permit, and event permits

Use Sacramento County’s official mapping and parcel tools, your city planning department, or the agency’s address lookup system to confirm the jurisdiction. Do not rely only on a mailing address that says “Sacramento” because a postal city name does not always tell you whether an address is inside city limits.

Sacramento County business license layer

Sacramento County’s business licensing page says the county regulates businesses operating in the unincorporated area of the county. The county also says the license is not a business tax and is not based on business revenue.

General Business License for unincorporated Sacramento County

If your business has a physical location in unincorporated Sacramento County, the county’s General Business License rules may apply. The county lists the incorporated cities as Sacramento, Folsom, Isleton, Galt, Citrus Heights, Elk Grove, and Rancho Cordova. If your location is inside one of those cities, check that city instead for the local business license or tax certificate layer.

The county states that businesses based in commercial locations or homes in the unincorporated area require a General Business License unless an exemption applies. Examples of exemptions are listed on the county business licensing page, but you should not assume you are exempt without confirming with the county.

Special Business Licenses

Some activities can require a Sacramento County Special Business License when conducted in unincorporated Sacramento County, even if the business is based somewhere else. The county’s examples include activities such as certain home repair or handyman work, landscaping or gardening, housekeeping, towing, rubbish hauling, massage, mobile food vending, taxi, mobile auto repair, and similar regulated activities.

Do not treat this list as complete. If your business involves work at customer locations, vehicles, mobile service, secondhand goods, towing, adult-related activity, food vending, tobacco, massage, or other regulated activity, ask the county whether a Special Business License, employee permit, Sheriff’s review, or other approval is required.

Tobacco Retailer License

The county also has a Tobacco Retailer License layer for businesses that sell tobacco or tobacco-related products in Sacramento County. If your business sells tobacco, nicotine, pipes, paraphernalia, or related products, verify the county, city, state, and federal layers before selling.

Apply only after checking zoning

Sacramento County encourages applicants to contact Planning and Environmental Review before submitting a business license application and paying the fee. This matters because the county’s General Business License review includes the business activity at the specific address and the land use zoning of that property.

For online or mobile businesses, the county application page says mobile or internet-based businesses are considered based from the home. That means your home address, storage location, vehicle location, and actual service area may all matter.

City and municipal layer

If your address is inside a city, the local city normally controls the local business license, business tax certificate, zoning approval, home occupation approval, building permits, signs, and city fire or special business permits for that city location.

City of Sacramento

The City of Sacramento says it does not issue a general business license. Instead, businesses that operate in the City of Sacramento, or do business with the City of Sacramento, must pay the city Business Operations Tax and obtain a Business Operations Tax certificate.

If you operate from a residence inside the City of Sacramento, the city says you need a Home Occupation Permit in addition to the Business Operations Tax. The home occupation permit application is submitted with the Business Operations Tax application. City planning rules may limit the type of activity, customers, employees, vehicles, signage, noise, odors, storage, and other neighborhood impacts.

The city also has special business permits for some regulated activities. If your business involves vending, entertainment, massage, cannabis, alcohol-related activity, vehicles, events, or another regulated activity, check the city Finance Revenue Division, planning, police, fire, and building departments before operating.

If you are writing a city-specific page or need city-only details, see the Sacramento, CA business license guide.

Other cities in Sacramento County

Sacramento County includes multiple incorporated cities. Each city may use its own terms, forms, fees, renewal schedule, and review process. Examples include:

Do not assume that getting a Sacramento County Fictitious Business Name statement or a California seller’s permit satisfies a city license or tax requirement. Those are different layers.

Fictitious Business Name, DBA, and name filing layer

In California, the common local name filing is a Fictitious Business Name, often shortened to FBN. Many people call it a DBA, but Sacramento County uses Fictitious Business Name language.

Sacramento County says Fictitious Business Name statements are filed with the county’s Business License Unit. The county also explains that California law requires a person, partnership, corporation, or other association that regularly transacts business in California for profit under a fictitious business name to file in the county where the principal place of business is located.

For a sole proprietor, a name like “Joyce Smith Catering” may not be fictitious if it includes the owner’s legal last name, while “Smith and Company Catering” may be fictitious. For a corporation, LLC, or limited partnership, a fictitious business name is usually a name other than the exact name on record with the California Secretary of State.

Part of the FBN process is publication in a newspaper of general circulation in the county where the business is located. The FBN filing does not replace a city business tax certificate, county business license, seller’s permit, health permit, or state entity registration.

Watch for solicitations. Sacramento County warns that third-party filing services may send official-looking letters offering to file FBN documents for a fee. A business may use a service, but the county says no business is required to use another company to file an FBN statement.

California state registrations and taxes

California state registrations are separate from county and city licenses. Your state steps depend on your business structure, tax activity, employees, and industry.

Business entity filings

If you form a California LLC, corporation, limited partnership, or certain other entity type, you will usually file with the California Secretary of State Business Entities program or through bizfile Online. A sole proprietor using the owner’s legal name may not need a Secretary of State entity filing, but may still need local licenses, FBN filing if using a fictitious name, tax registrations, and permits.

Seller’s permit and sales tax

The California Department of Tax and Fee Administration says you must obtain a seller’s permit if you are engaged in business in California and intend to sell or lease tangible personal property that would ordinarily be subject to sales tax if sold at retail. This can apply to individuals, corporations, partnerships, and LLCs. A seller’s permit is not the same thing as a county or city business license.

Employer payroll tax account

If you hire employees, check the California Employment Development Department employer payroll tax registration rules. EDD says a business that employs one or more employees must register as an employer and set up an EDD payroll tax account within 15 days of paying more than $100 in wages in a calendar quarter.

Professional and industry licenses

Some work needs a state professional or industry license. Contractors should check the California Contractors State License Board. Businesses selling alcohol should check the California Department of Alcoholic Beverage Control. Food manufacturers, processors, warehouses, or wholesale food businesses may need the California Department of Public Health Food and Drug Branch.

CalGOLD permit lookup

The state CalGOLD permit assistance tool can help identify possible state, county, and local permits by business type and location. CalGOLD is a guide, not an issuing agency. Confirm directly with the listed agency before relying on the result.

Zoning, home occupation, building, fire, health, and environmental permits

A business license or tax certificate does not automatically mean the location is legal for your business. Always check zoning and permit rules before signing a lease, opening to the public, building out a space, storing inventory, buying a vehicle, or advertising a service.

Zoning and land use

For unincorporated Sacramento County locations, check Sacramento County Planning and Environmental Review. County planning staff review whether a proposed use is allowed and whether a planning permit or other land use approval is needed.

For city locations, check the city planning department. The Sacramento County Assessor warns that assessor land use codes are different from zoning. Zoning is assigned by the planning department for the jurisdiction where the property is located.

Home-based businesses

For a home-based business in unincorporated Sacramento County, check the county business license and county planning layers. For a home-based business inside the City of Sacramento, check the city’s Business Operations Tax and Home Occupation Permit rules. For a home-based business in another city, check that city’s business license and home occupation rules.

Common home business issues include customer visits, employees at the home, vehicles, signs, deliveries, noise, odors, storage, hazardous materials, food preparation, and whether the home remains primarily residential.

Building permits and certificate or occupancy issues

If you are changing the building, adding equipment, converting a space, building out a tenant space, installing signs, adding plumbing or electrical work, or changing the use of a space, check building permits before you start work. In unincorporated areas, start with Sacramento County Building Permits and Inspection. In a city, use that city’s building department.

Fire district review

Some businesses need a fire inspection or fire permit. Sacramento County’s business startup page tells businesses to contact the local fire district and notes that Sacramento Metropolitan Fire District serves several cities and unincorporated communities. If Metro Fire does not serve the location, use the county parcel tools or local jurisdiction to identify the fire district.

Food and health permits

If food is given or sold to the public in Sacramento County, check Sacramento County Environmental Management Department retail food rules. The county says a health permit is required when food is given or sold to the public, including pre-packaged and cooked foods.

The county also says food may not be prepared, stored, or sold from a private home unless it is permitted as a Cottage Food Operation. Food trucks, mobile food facilities, temporary food booths, restaurants, markets, and cottage food operations may have different requirements.

Environmental health and special county permits

Sacramento County lists many permits that can matter for certain businesses, including mobile or temporary food facilities, retail food facilities, public small water systems, hazardous materials, hazardous waste generators, underground storage tanks, wells, septic systems, stormwater compliance, solid waste facilities, tree removal, grading, encroachment, and street use permits. The correct office depends on the activity and location.

Common business situations in Sacramento County

Online business

An online business still has a home base or business address. Sacramento County says internet-only companies based in unincorporated Sacramento County must get a business license. If the business is based inside a city, check that city. If you sell taxable products, also check CDTFA seller’s permit rules.

Mobile service business

A mobile service business may need approvals based on the owner’s home base, vehicle storage location, where customers are served, and the kind of work performed. For example, county special business license rules may matter for some mobile auto repair, mobile food vending, roadside service, hauling, or similar activities in unincorporated areas. Cities may have their own mobile vendor or sidewalk vendor rules.

Food business, food truck, cottage food, or temporary food booth

Food businesses should check business license, zoning, and health permits before buying equipment or signing a commissary, kitchen, market, or event agreement. A restaurant, food truck, cart, caterer, market booth, or temporary event food vendor may need county Environmental Management approval, even when the business address is inside a city.

Contractor, handyman, landscaping, cleaning, or home service

Some local rules focus on where the business is based. Other rules focus on where the work is performed. Sacramento County lists certain home repair, handyman, landscaping, cleaning, and mobile service activities among business activities that may need special county licensing when performed in unincorporated areas. Contractors should also check CSLB state licensing and local building permit rules.

Storefront, office, warehouse, or commercial space

Before signing a lease, ask the city or county planning department whether the use is allowed at that address. Also ask whether the space needs building permits, tenant improvements, fire inspection, signage approval, health permits, alcohol approval, hazardous materials approval, or a certificate or occupancy-type review.

Short-term rental

For a short-term rental in unincorporated Sacramento County, the county business licensing FAQ says a General Business License is needed and an annual short-term rental permit is also required from Planning and Environmental Review. If the rental is inside a city, check that city’s short-term rental, business license, zoning, tax, and safety rules.

Common mistakes to avoid

  • Assuming Sacramento means City of Sacramento. A mailing address can say Sacramento even when the property is outside city limits.
  • Getting an FBN and thinking that is a business license. An FBN is a name filing. It does not approve the business activity or location.
  • Getting a seller’s permit and skipping local rules. A CDTFA seller’s permit is a state tax permit, not city zoning approval or a county business license.
  • Signing a lease before zoning review. A landlord’s approval does not mean the city or county will allow your use.
  • Using the wrong city office. Citrus Heights, Elk Grove, Folsom, Galt, Isleton, Rancho Cordova, and Sacramento each have their own local rules.
  • Opening a food business before health review. Food may trigger county health permits, plan review, commissary rules, cottage food limits, or state food manufacturing rules.
  • Assuming a home business is automatically allowed. Home-based businesses often have zoning limits on employees, customers, signs, storage, vehicles, and nuisance impacts.

What to ask before you file or pay

Before contacting an agency, write down your business name, owner name, business structure, physical address, mailing address, home-base location if mobile or online, business activities, whether customers will visit, whether you will sell food or products, whether you will hire employees, and whether you will change the building.

Does the City of Sacramento issue a general business license?

If my business is in the City of Sacramento, do I also need a Sacramento County General Business License?

Do I need a California seller’s permit?

You may need a seller’s permit if you are engaged in business in California and sell or lease tangible personal property that would ordinarily be subject to sales tax at retail. Check CDTFA before selling products, including online, at events, or from a storefront.

Do contractors and handymen need a county business license?

It depends on the home base, where the work is performed, and the type of work. Contractors should also check the California Contractors State License Board.

What should I do before paying any fee?

Confirm the jurisdiction, official requirement name, zoning status, business type, and whether city, county, state, health, building, fire, or industry permits apply. If you are unsure, contact the relevant city or county office and ask which agency controls your exact location and activity.
