Anaheim Business License
Anaheim says a business must obtain an Anaheim Business License before conducting business in the city. This can include a physical location in Anaheim and an out-of-city business that performs work, sells, provides services, or otherwise conducts business inside Anaheim.
The City’s Business License Application page says applications are accepted by mail or in person and lists application paths for a business in Anaheim, a home-based business, a business outside Anaheim, and business name or address changes. County, California, and federal checks
Orange County
Anaheim is in Orange County, but the county does not replace the city license for a business inside Anaheim. Orange County’s Apply for a Business License page points businesses to the city where the business will be located.

The Orange County Clerk-Recorder’s Fictitious Business Name page lists filing fees and publication rules. The county says publication must run once a week for four consecutive weeks, and the first publication must be within 45 calendar days from the filing date.

California
If you form or register an LLC, corporation, limited partnership, or similar entity, check the California Secretary of State’s Business Entities section. If you hire employees, check EDD and workers’ compensation. EDD says employers with one or more employees must register and set up an EDD payroll tax account within 15 days of paying more than $100 in wages in a calendar quarter through Payroll Tax Account Registration.
