Use Sacramento County’s official mapping and parcel tools, your city planning department, or the agency’s address lookup system to confirm the jurisdiction. General Business License for unincorporated Sacramento County
If your business has a physical location in unincorporated Sacramento County, the county’s General Business License rules may apply. The county lists the incorporated cities as Sacramento, Folsom, Isleton, Galt, Citrus Heights, Elk Grove, and Rancho Cordova. If your location is inside one of those cities, check that city instead for the local business license or tax certificate layer.
The county states that businesses based in commercial locations or homes in the unincorporated area require a General Business License unless an exemption applies. Examples of exemptions are listed on the county business licensing page, but you should not assume you are exempt without confirming with the county.
Special Business Licenses
Some activities can require a Sacramento County Special Business License when conducted in unincorporated Sacramento County, even if the business is based somewhere else. The county’s examples include activities such as certain home repair or handyman work, landscaping or gardening, housekeeping, towing, rubbish hauling, massage, mobile food vending, taxi, mobile auto repair, and similar regulated activities.
Do not treat this list as complete. The county also has a Tobacco Retailer License layer for businesses that sell tobacco or tobacco-related products in Sacramento County. If your business sells tobacco, nicotine, pipes, paraphernalia, or related products, verify the county, city, state, and federal layers before selling.
Apply only after checking zoning
Sacramento County encourages applicants to contact Planning and Environmental Review before submitting a business license application and paying the fee. This matters because the county’s General Business License review includes the business activity at the specific address and the land use zoning of that property.
For online or mobile businesses, the county application page says mobile or internet-based businesses are considered based from the home. That means your home address, storage location, vehicle location, and actual service area may all matter.
City and municipal layer
If your address is inside a city, the local city normally controls the local business license, business tax certificate, zoning approval, home occupation approval, building permits, signs, and city fire or special business permits for that city location.
City of Sacramento
The City of Sacramento says it does not issue a general business license. Instead, businesses that operate in the City of Sacramento, or do business with the City of Sacramento, must pay the city Business Operations Tax and obtain a Business Operations Tax certificate.
If you operate from a residence inside the City of Sacramento, the city says you need a Home Occupation Permit in addition to the Business Operations Tax. The home occupation permit application is submitted with the Business Operations Tax application. City planning rules may limit the type of activity, customers, employees, vehicles, signage, noise, odors, storage, and other neighborhood impacts.
The city also has special business permits for some regulated activities. If your business involves vending, entertainment, massage, cannabis, alcohol-related activity, vehicles, events, or another regulated activity, check the city Finance Revenue Division, planning, police, fire, and building departments before operating.

Sacramento County includes multiple incorporated cities. Each city may use its own terms, forms, fees, renewal schedule, and review process. Examples include:

Part of the FBN process is publication in a newspaper of general circulation in the county where the business is located. The FBN filing does not replace a city business tax certificate, county business license, seller’s permit, health permit, or state entity registration.
Watch for solicitations. Sacramento County warns that third-party filing services may send official-looking letters offering to file FBN documents for a fee. A business may use a service, but the county says no business is required to use another company to file an FBN statement.

Some local rules focus on where the business is based. Other rules focus on where the work is performed. Common mistakes to avoid
- Assuming Sacramento means City of Sacramento. A mailing address can say Sacramento even when the property is outside city limits.
