City of Moreno Valley Business License

Who may need it

The city FAQ says a business license is required to conduct business legally within city limits. It says the rule applies to businesses at a home, commercial location, or sublease, plus rental property businesses, nonprofits, independent contractors, churches, and religious organizations. The city also says a separate business license certificate is required for each branch or location in the city.

The city checklist says the requirement applies to all businesses, including online, mobile, in-home, residential, rental property, commercial, industrial, and retail businesses. If your business is outside Moreno Valley but does business inside city limits, ask the city whether your activity triggers a Moreno Valley license.

How to apply

You can start online. The city also lists a mail option for paper applications sent to City of Moreno Valley, Attention: Business License Section, P.O. Box 88005, Moreno Valley, CA 92552. If the portal does not match your business type, use the city contact information instead of guessing.

The online portal displayed a grace-period notice during this review. It said a Moreno Valley Business License application submitted on or after October 1, 2025 would be valid through December 31, 2026. Check the portal notice when you apply, because renewal windows and grace-period text can change.

Renewal

The city says Moreno Valley business licenses are issued annually. The city FAQ says licenses are valid from January 1 through December 31, renewals are due by January 31 each year, and renewals received after January 31 become delinquent with penalties and interest. Moreno Valley makes location a major part of the business license process. The city says a business in a retail or commercial establishment needs a Certificate of Occupancy. Riverside County requirements that may apply

Fictitious business name

If your business uses a name that is not your legal name or that suggests extra owners, you may need a fictitious business name filing with the Riverside County Assessor-County Clerk-Recorder. The county’s Fictitious Business Names page says to file within 40 days of first transacting business. The statement is effective for five years and must be published once a week for four straight weeks, starting within 45 days after filing.

A fictitious business name is not the same as a city license. It does not approve zoning, health permits, signs, or your right to operate at a Moreno Valley address.

Environmental Health

The Riverside County Department of Environmental Health may apply if your business handles food, operates a mobile food facility, runs a home-based food operation, provides body art, works with hazardous waste, or falls under another county health program.
