A Reno, Sparks, Incline Village, Spanish Springs, Sun Valley, Verdi, or Washoe Valley mailing address does not by itself tell you which local business-license office controls your business. In Washoe County, the first question is whether your exact location is inside the City of Reno, inside the City of Sparks, or in unincorporated Washoe County. The answer changes the local license, zoning, building, home-business, fire, and permit path.

Bottom line

Washoe County has a real local business-license system for unincorporated territory. If your business location is in unincorporated Washoe County, or you physically go into unincorporated Washoe County to perform business activity, the County says you generally need a Washoe County business license unless an exemption applies. Reno and Sparks have their own city business-license systems for activity inside their city limits.

Some functions cross those local boundaries. The Washoe County Clerk handles fictitious firm name filings for businesses using qualifying assumed names in the county. Northern Nevada Public Health handles food and many environmental-health permits throughout the Reno-Sparks-Washoe area. Nevada separately handles the State Business License, tax registration, employer accounts, and many professional or industry licenses.

Quick start: use this order

  1. Identify every place where you will work. Include your office, home, store, warehouse, job sites, customer locations, event sites, and mobile routes.
  2. Check the exact jurisdiction. Use the official Washoe County EZ Jurisdiction Map before choosing a local license office.
  3. Check zoning before committing money. A lease, home address, workshop, restaurant, warehouse, salon, or outdoor activity may trigger land-use review before the license can be approved.
  4. Complete the Nevada layer. Most businesses need a Nevada State Business License unless a statutory exemption applies. Tax and industry registrations are separate.
  5. File a fictitious firm name if required. A DBA is a name filing, not permission to operate.
  6. Apply to the correct local jurisdiction. Washoe County, Reno, and Sparks all use the regional OneNV system, but each local government still controls its own license territory.
  7. Add regulated-business permits. Food, gaming, special events, professional work, construction, child care, body art, and other activities may need separate approvals.

Washoe County business-license snapshot

The U.S. Census Bureau estimated 509,386 residents in Washoe County on July 1, 2025. Reno and Sparks are incorporated cities, while many familiar communities are in unincorporated Washoe County.

QuestionPractical answer
Does Washoe County issue a general local business license?Yes, for businesses located in or conducting business in unincorporated Washoe County, subject to exemptions.
Does that county license automatically replace Reno or Sparks licenses? No. Reno and Sparks administer their own business-license systems inside city limits.
Can a Reno- or Sparks-based business also need a Washoe County license?Yes. The County says a business based in a city or outside the county may need the county license when it physically conducts business in unincorporated Washoe County.
Who handles DBAs?The Washoe County Clerk handles Fictitious Firm Name filings under Nevada law. The filing is not a business license.
Who handles food permits?Northern Nevada Public Health handles food-health permitting across Washoe County, including Reno and Sparks, while building and land-use review still follows the local city/county jurisdiction.
Where are applications handled?OneNV is the regional licensing and permitting portal used by Reno, Sparks, Washoe County, and Northern Nevada Public Health.

First decision: is the address in Reno, Sparks, or unincorporated Washoe County?

Do not choose the licensing office from the city name printed in the mailing address. Washoe County lists communities such as Cold Springs, Lemmon Valley, Verdi/Mogul, Incline Village/Crystal Bay, Wadsworth, Gerlach/Empire, Spanish Springs, Washoe Valley, Golden Valley, and Sun Valley among its unincorporated areas.

Use the County’s EZ Jurisdiction Map or the Washoe Regional Mapping System. If the map shows Reno, start with Reno. If it shows Sparks, start with Sparks. If it shows unincorporated Washoe County, use the County business-license, planning, and building path.

Traveling businesses need a second check. Your home office can be in Reno or Sparks while your crews, cleaners, contractors, photographers, consultants, delivery workers, or other service providers physically work in unincorporated Washoe County. The County’s current guidance says that activity can trigger a Washoe County business license even when the business is based elsewhere.

For the basic government-layer distinction, see BLG’s city license vs county license vs state registration guide.

Home businessUse the city’s home-business/zoning rules.Washoe County requires its home-based business path for qualifying businesses in unincorporated areas.A narrow Nevada State Business License exemption exists for some qualifying natural-person home businesses, but it does not erase local rules.
Tax / employer accountsNo single local business license substitutes for Nevada tax, unemployment-insurance, or new-hire obligations.Nevada Department of Taxation and DETR control these state accounts.

Business licensing in unincorporated Washoe County

The Washoe County Community Services Department Business License team administers local business licensing in unincorporated Washoe County. The County says you need a county business license when your place of business or home-based business is in unincorporated Washoe County, or when you physically enter the unincorporated area to conduct business.

Start with the County’s business-license page and New Business License Toolkit . The County provides a general/home-based application path, temporary special-event licensing, and separate other regulated activities and gaming materials. New applications can be submitted through OneNV .

The County’s checklist shows that the local application is only one layer. Depending on the business, applicants may need Nevada State Business License proof, tax registration, a fictitious firm name certificate, workers’ compensation documentation, and professional or industry approvals.

Do not treat “I already have a Reno license” or “I already have a Nevada license” as the end of the analysis. The county license is a separate local authorization for unincorporated territory. A business can need more than one local license when it physically works across jurisdiction lines.

Washoe County lists limited exemptions, including certain telecommuting employees, limited garage/yard sales, informal work by minors, and some small in-home child-care activity. Use the County’s current business-license questions to confirm whether one applies.

Inside Reno or Sparks: use the city license path

City of Reno

Reno requires a City business license when the address is inside Reno or business activity is physically conducted there. Reno uses OneNV for applications, renewals, and tracking, with separate paths for privileged activities such as other regulated activities and gaming.

BLG already has a separate Reno, NV Business License Guide for the city-specific path. Use Reno’s official Business Licensing pages for current applications and code updates.

City of Sparks

Sparks requires a City business license for business activity inside city limits, including many businesses traveling into Sparks to provide services. For a Sparks location, the city directs applicants to Planning and Zoning before filing.

Use the official Sparks business-license process. Sparks also has separate planning forms for home occupations, mobile vendors, and commercial zoning review.

Regional portal does not mean regional license. Reno, Sparks, Washoe County, and Northern Nevada Public Health share OneNV technology, but the underlying licenses and jurisdiction rules remain separate. Choose the agency that controls the place where the business activity occurs.

Fictitious firm names: a countywide Clerk function

Nevada law requires a person doing business under a qualifying assumed or fictitious name to file a certificate with the county clerk of each county in which the business is conducted. In Washoe County, that filing is handled by the County Clerk’s Business Services Division. This is one of the county functions that can matter even when the business itself is inside Reno or Sparks.

The Clerk’s DBA requirements say the certificate expires five years after filing and newspaper publication is not required. The Clerk also provides an online DBA name search.

A DBA is not a business license. It does not approve your location, zoning, food operation, professional work, or local business activity. For the larger distinction, see BLG’s guide to business license vs LLC vs DBA vs seller’s permit.

Zoning, building, fire, and home-business rules depend on the address

Unincorporated property

For unincorporated Washoe County, the County Planning and Building programs control zoning and building review. Use the Washoe County Development Code and the County’s building-permit starting page. The County specifically tells applicants to determine jurisdiction before starting the building-permit process because Reno, Sparks, and unincorporated County properties follow different agencies.

A home-based business in unincorporated Washoe County uses the County’s home-based business license path and must satisfy development standards. Customers, employees, storage, noise, traffic, vehicles, signs, and the type of work can affect whether the use fits the rules.

Reno or Sparks property

Inside Reno or Sparks, use that city’s planning, building, and home-occupation rules instead. Sparks, for example, uses a Home Occupation Permit process and planning standards for businesses operating from a residence. Do not copy the county’s home-business standards onto a city address.

Fire jurisdiction

Fire review also depends on the address. Washoe County GIS identifies multiple fire jurisdictions, including Reno Fire, Sparks Fire, Truckee Meadows, North Lake Tahoe, and other districts. Use the regional map to identify the responsible fire authority.

For a general explanation of the home-business layer, see BLG’s Home Occupation Permit Explained.

Food, health, gaming, and special events

Food and environmental health

Northern Nevada Public Health handles food-health permitting across Washoe County, Reno, and Sparks, including new facilities, ownership changes, mobile units, and temporary food. Zoning and building review still belongs to Reno, Sparks, or Washoe County based on the address.

Use NNPH’s food-establishment opening and plan-review page for fixed facilities and its mobile and portable unit page for mobile food. Temporary event food uses the separate special-events food program.

2026 health-fee change

Washoe County’s current application-and-fee resources identify a July 2026 master fee schedule that includes Northern Nevada Public Health fee increases. If a health or environmental permit applies, use the current NNPH fee schedule rather than an older saved amount or screenshot.

gaming

In unincorporated Washoe County, the County has a separate other regulated activities and gaming license path. Reno and Sparks handle their own local other regulated activities/business licensing inside city limits. State other regulated activities and gaming requirements remain separate from the local license.

Gaming is an exception to the normal split: Washoe County says it collects specified gaming fees in Reno, Sparks, and unincorporated Washoe County. City and state approvals can still apply.

Special events

For an event in unincorporated territory, start with the County’s temporary special-event business-license path. Inside Reno or Sparks, use the city event process. Food vendors may also need NNPH temporary-food approval. One event can therefore involve the event jurisdiction, health authority, fire authority, road owner, other regulated activities authority, and business-license office.

Nevada state license, tax, entity, and employer steps

A local license does not replace Nevada registrations. BLG’s Nevada business license guide explains the statewide layer in more detail.

Nevada State Business License

Nevada businesses generally need an annual State Business License unless a statutory exemption applies. LLCs and corporations handle it through their entity filings; sole proprietors and general partnerships can use the State Business License process. Use SilverFlume and the Secretary of State’s FAQ.

There is a narrow state-license exemption for some natural persons operating a business from home who meet statutory conditions. That exemption is only about the Nevada State Business License. It does not automatically exempt the person from a Washoe County, Reno, or Sparks local license or zoning requirement.

Nevada tax registration

The Nevada Department of Taxation uses My Nevada Tax for tax permits. Sales/use tax, consumer use tax, Modified Business Tax, Commerce Tax, and special-industry taxes have different triggers.

Hiring employees

Employers may need Nevada unemployment-insurance registration. DETR says an employing unit generally becomes subject after paying $225 or more in Nevada wages in a calendar quarter, unless excluded by law. Use the UI information for employers.

Nevada also requires new-hire reporting. DETR’s New Hire Reporting page states that covered new hires and qualifying rehires must be reported within 20 days.

Professional and industry licenses

Many regulated activities need a state board or agency license in addition to the local business license. Nevada Business and Industry maintains a licensing and permits directory to help locate the regulator.

Coming December 7, 2026: the Nevada Department of Taxation says Phase 3 of My Nevada Tax will move several specialized tax types into the online system, including transportation connection tax, lodging room tax, tire fee, exhibition facility fee, certain cannabis taxes, and others. Businesses using those tax types should follow the Department’s current portal instructions when the change takes effect.

Common Washoe County business situations

Home consultant in Spanish Springs

If the exact home is in unincorporated Washoe County, start with the County home-based business license path and local development standards. Add the Nevada State Business License unless exempt, tax registration if applicable, and a DBA if the business uses a qualifying fictitious name.

Reno cleaning company serving Incline Village clients

The business may need its Reno license for Reno activity and a Washoe County license for physically performing work in unincorporated Washoe County. Confirm each jurisdiction where crews actually work.

Restaurant in Sparks

Use Sparks for the local business license, zoning, building, fire, and local environmental-control steps. Use NNPH for the food-health permit. Add Nevada state license and tax registrations.

Food truck moving around the region

Start with NNPH’s mobile-food path, then check licensing, vending, event, site, and fire rules for each Reno, Sparks, or unincorporated Washoe stop.

Business using a trade name in Reno

A Reno business license and a Washoe County Clerk fictitious-name filing are different layers. File the name when required, but still complete the Reno operating-license and zoning path.

Common mistakes

  • Using the mailing city as the jurisdiction. A Reno-style mailing address can still be outside Reno city limits.
  • Assuming a Nevada State Business License is enough. Local city or county licensing can still apply.
  • Assuming a Reno or Sparks license covers unincorporated Washoe County. The County separately licenses business activity in its unincorporated area.
  • Calling the DBA the license. The County Clerk’s fictitious-name filing is a name record, not operating permission.
  • Signing a lease before checking use approval. Zoning, building, fire, or health review can affect whether the planned activity can operate at the site.
  • Sending a food business only to the city or county license office. NNPH health permitting is a separate regional layer.
  • Assuming one fire department serves every unincorporated address. Washoe County has multiple fire jurisdictions.
  • Using old fee screenshots. NNPH-related fees changed in July 2026.

What to ask before you apply

Jurisdiction script

“My business activity is [business type]. My exact address is [address]. I will also work at customer locations in [areas]. Is this address inside Reno, Sparks, or unincorporated Washoe County, and which local business-license office should I use?”

Planning script

“Is [business activity] allowed at this address? Do I need a home-occupation approval, zoning review, building permit, occupancy approval, fire review, sign permit, or another land-use approval before the business license can be issued?”

Regulated-business script

“Besides the general local business license, what separate permit or agency approval applies to [food / other regulated activities / gaming / mobile vending / professional service / special event / other activity], and which approval must come first?”

Washoe County business-license checklist

  • Confirm the exact jurisdiction for the business address.
  • List every city and unincorporated area where you will physically conduct business.
  • Check zoning and allowed use before signing a lease or remodeling.
  • Choose the correct local license: Reno, Sparks, or Washoe County.
  • Check whether a Washoe County fictitious firm name certificate is required.
  • Complete the Nevada State Business License or document a valid exemption.
  • Register with the Nevada Department of Taxation for applicable tax accounts.
  • Check state professional or industry licensing.
  • For food, mobile food, or temporary food, use the NNPH permit path.
  • For a home business, follow the rules for the exact city or unincorporated address.
  • If hiring, check unemployment-insurance registration and new-hire reporting.

What to do next

  1. Open the Washoe County jurisdiction map and confirm the location.
  2. If unincorporated, use the Washoe County Business License page. If inside Reno or Sparks, use that city’s license office.
  3. Check planning/zoning and building requirements for the exact site.
  4. Use OneNV for supported regional license and permit applications.
  5. Complete the Nevada State Business License and applicable tax registration.
  6. Add health, gaming, professional, employer, or event permits that match the activity.

If you are still not sure whether you need a license at all, start with BLG’s Do I Need a Business License? guide, then come back to the Washoe County jurisdiction map.
