This guide is for a person starting or running a small business in North Las Vegas, Nevada. It explains the city business license layer, the Clark County name filing layer, Nevada state registrations, and federal steps that may apply.
The main point is simple: check the license, zoning, tax, and permit path for your exact business activity and address before you open.
Bottom line
Most people who conduct business in North Las Vegas, or who operate a business based in North Las Vegas, need a City of North Las Vegas business license before operations begin. The city calls the office the Business License Division. Some license types are privileged licenses and are not accepted through the normal online application path.
A city license is not the only step. You may also need a Nevada State Business License or a state exemption filing, a Nevada tax account, a Clark County fictitious firm name filing, zoning approval, building or fire permits, Southern Nevada Health District approval, employer registrations, or a federal EIN.

North Las Vegas business changes: April 1–October 1, 2026
Southern Nevada Health District moved Environmental Health permitting online on April 27, 2026. New applicants and existing permit holders now use the Environmental Health Portal to apply for and manage Environmental Health permits and services.

City of North Las Vegas business license
The City of North Las Vegas says any person who conducts business within the city or operates a business based in the city must obtain a business license before operations begin. The city’s business license FAQ also warns that operating without the license may lead to enforcement action, including citation and court action.
Start at the Business License Division. It handles new applications, renewals, license questions, and current application checklists. The city also posts business license forms and instructions.
Online applications and privileged licenses
General business license applications may be handled online through the city portal. But the city says privileged licenses are not accepted online. The city lists examples such as arcades, amusement machines, liquor, gaming, locksmith, solicitor, sexually oriented business, secondhand, pawn broker, mobile food vendor, massage establishment, and marijuana. If your business touches one of those areas, contact the Business License Division before you file the wrong application.
More than one location or activity
The city says separate licenses are generally needed for each branch, establishment, location, and business class. It lists an exception when several classifications all use gross-revenue-based fees, operate at the same location, and use the same business name. Describe every activity so the city can place it in the correct class.
Renewal and changes
North Las Vegas says it may send renewal notices, but the owner is still responsible for renewing on time. Late payments can cause penalties, and licenses unpaid more than 60 days after expiration may be revoked for non-payment. Tell the city if your address, phone, activity, or ownership changes.
Clark County requirements that may apply
Being in Clark County does not automatically mean you need a Clark County business license. If the address is inside North Las Vegas, the city is normally the local licensing jurisdiction. If it is in unincorporated Clark County, the county may be. Use the regional jurisdiction locator before filing.
A common county step is a Clark County Clerk Fictitious Firm Name certificate, or FFN/DBA. Clark County says an assumed name that does not show each owner’s real name must be filed in each county where the business is conducted. FFNs do not create exclusive name rights and renew every five years.
Current filing detail: Clark County updated its FFN forms in March 2026. Old forms are not accepted; current forms do not need notarization. You may complete and print the form online, but filing is not online—an original signed form must still be submitted.
Search the name before spending money on signs, packaging, social accounts, or a website. An FFN is not a trademark or an LLC.
Nevada state registrations
Nevada uses SilverFlume for Secretary of State filings and My Nevada Tax for tax registration. The state Licensing/Permits directory routes regulated trades and industries.
State Business License and home-business exemption
Nevada generally requires a State Business License, but state law excludes some businesses. A natural person with a qualifying home business may be exempt when net earnings do not exceed 66 2/3% of Nevada’s average annual wage for the preceding year. The Secretary of State says exempt businesses still initially submit the exemption form without the fee.
That is only a state rule. North Las Vegas separately requires home-business review through Planning and Zoning and, if allowed, the city license/Home Occupation Permit path.
Tax, employer, and professional layers
Check the Nevada Department of Taxation for tax accounts. If you hire, also check NUI Employer Self Service and Nevada new-hire reporting. Contractors must first obtain the required state contractor license from the Nevada State Contractors Board; the city license is separate.

Federal steps
Many businesses need an EIN for federal tax, payroll, banking, or entity reasons. Use the official IRS EIN page instead of paid look-alike sites. Check the SBA licenses and permits page if your work is federally regulated, such as alcohol, aviation, firearms, transportation, agriculture, import/export, or broadcasting.
Zoning, home businesses, building, fire, signs, and health
A business license does not always mean your address, building, sign, kitchen, trailer, or parking setup is allowed. North Las Vegas Planning and Zoning reviews business license requests, home occupation applications, and conditional use permits.
The city’s Development Services Center is the main point for building, land development, planning and zoning, fire prevention, and business license services.
Home-based businesses
If you want to work from home in North Las Vegas, the city says to contact Planning and Zoning first to verify whether the activity is allowed for a Home Occupation Permit. If the activity is permitted, you may move forward with the business license and home occupation permit. Do not assume that online-only work is automatically allowed from a home address.
Building safety and certificate of occupancy issues
If you are opening in a commercial space, changing a tenant suite, installing equipment, or changing how a building is used, check Building Safety. The city handles permits, inspections, Certificates of Occupancy, and Temporary Certificates of Occupancy.
Food and health-regulated businesses
Food businesses should check the Southern Nevada Health District before relying on the city license alone. SNHD Plan Review handles many new, remodel, and change-of-ownership applications. Since April 27, 2026, Environmental Health permit applications and permit management use the Environmental Health Portal. Mobile vendors should use the current mobile-vendor path, and temporary food vendors should use the special-events path.
Cottage food is a different path. SNHD says a qualifying cottage food operation registers rather than obtaining a regular food-establishment health permit. The operator must still check separate North Las Vegas licensing and home-business rules.
Food workers may also need the SNHD Food Handler Safety Training Card.

Example 1: home-based bookkeeping service
A bookkeeping service in a North Las Vegas home should confirm the address is inside city limits, ask Planning and Zoning whether the activity is allowed as a home occupation, and follow the city business-license/Home Occupation Permit path if allowed. Separately, check whether the Nevada State Business License is required or whether the state home-business exemption applies. If a trade name is used, also check Clark County FFN rules.
Example 2: food truck based in North Las Vegas
A food truck should not start with only a state business license. If you cannot tell which agency comes first, do not file random applications. Start with the city Business License Division for the local license category. Use Planning and Zoning for location questions, the SNHD Environmental Health Portal and program pages for health-regulated uses, the Clark County Clerk for an assumed name, and SilverFlume or My Nevada Tax for the state filing that applies.
