City business license guide
Last updated: October 6, 2026
Opening a business in West Valley City can involve a city business license, zoning review, Utah business and tax filings, Salt Lake County permits, and sometimes federal steps. This guide keeps those layers separate so you know what to check before you open, move, sell, hire, remodel, work from home, or advertise.
Bottom line
West Valley City says a business with a place of business inside city limits must obtain a city business license unless an exemption applies. City Code 17-1-102 also says a separate license is required for each business type and each place of business. A home occupation grossing less than $2,000 per year is listed as exempt, but the city says the owner must sign an affidavit.
Home businesses have a separate state-law issue. Utah Code 10-1-203 limits municipal fees for a resident home-based business when its combined off-site impact does not materially exceed the impact of the home alone. That fee protection is not the same as the city’s $2,000 licensing exemption and does not erase zoning or activity-specific rules.
Start with West Valley City Business Licensing and the city licensing portal, then add the state, county, and federal steps that match your activity.
Quick start
- Write down what you sell, where work happens, whether customers visit, and whether you use a home, storefront, truck, trailer, booth, or online shop.
- Confirm the operating address is inside West Valley City limits.
- Check Planning and Zoning before signing a lease, remodeling, using a home address, parking a vending unit, or adding signs.
- Choose the city license path that fits the activity: home, commercial, rental dwelling, solicitor, or a special category.
- Use the Utah Business Registration System for an entity or DBA if needed.
- Use the Tax Commission’s business tax account page for Utah tax registration.

City, county, state, and federal layers
A West Valley City license does not replace a Utah tax account, a professional license, a Salt Lake County health permit, or an IRS step. Salt Lake County also says it no longer provides general business licenses; for a business inside incorporated West Valley City, the city is the local general licensing layer.
| Layer | What it may cover | Where to check |
|---|---|---|
| City | Business license, home business, commercial location, rentals, solicitors, zoning, signs, building, fire, and local vending. | West Valley City Business Licensing, Planning and Zoning, Building, Fire, and the city portal. |
| County | Food, mobile food, temporary food, regulated health facilities, and business personal property. | Salt Lake County Health Department and Assessor. |
| State | Entity/DBA, sales tax, withholding, unemployment, new hires, workers’ compensation, professional and industry licenses. | Utah Commerce, Tax Commission, DWS, Labor Commission, DOPL, DABS, and other regulators. |
| Federal | EIN, federal tax duties, BOI rules when relevant, and federally regulated activities. | IRS, FinCEN, and the federal agency for the activity. |
For wider state coverage, use our Utah business license guide. For common terms, see business license vs LLC vs DBA vs seller’s permit.
West Valley City business license
West Valley City’s current Business Licensing page says a business with a place of business inside city limits must obtain a city business license. The safest starting point is the city’s online service portal. If your activity does not fit the portal choices, contact Business Licensing rather than selecting the closest-looking category.
City license types named by West Valley City
- Home Business License: for a resident whose West Valley City home is the business base.
- Commercial Business License: for a non-home business address in city limits; the city says the location must be an approved use.
- Rental Dwelling Business License: for owners of rental dwelling units. The city uses different fee treatment for owners with fewer than three units and owners with three or more.
- Solicitor License: for the door-to-door, peddler, vendor, and similar activity described on the city’s license types page.
The city tells applicants to contact the office directly for businesses involving check cashing, shopping malls, alcohol, food, hotels or motels, pawnshops, salvage yards, sexually oriented businesses, skin contact with clients, or title loans. Vehicle-related businesses may also need a Utah Motor Vehicle Enforcement Division license.
An LLC is not a city license. A Utah LLC, DBA, tax account, professional license, and West Valley City business license are separate steps. See our do I need a business license guide if you need the basic map first.
Zoning, home businesses, buildings, signs, and fire checks
Check zoning before you sign a lease, remodel, receive customers at home, store significant inventory, park a vending unit, or install a sign. The city’s Planning and Zoning FAQ points home-business owners to Section 7-7-115. Describe the real activity and exact address; a landlord or prior tenant cannot guarantee your use is allowed.
Home Business License and two different exemptions
The city says a resident whose home is the business base needs a Home Business License. It also publishes a licensing exemption for a home occupation that grosses less than $2,000 per year; the city says a qualifying owner signs an affidavit and applies for a license if income rises.
Utah law separately provides a municipal fee protection for a resident home-based business when its combined off-site impact does not materially exceed the off-site impact of the home alone. Utah law also requires a municipality to notify the owner about that exemption. This is a fee rule, not permission to ignore zoning, licensing, or a regulated-activity permit.
For a quiet consultant, online seller, bookkeeper, or service provider working from home, ask Business Licensing whether the city license or affidavit applies and whether the state fee protection applies to your application. For background, see our home occupation permit guide.
Commercial spaces, building work, signs, and fire
Storefronts, offices, warehouses, restaurants, salons, studios, gyms, and shops may add building, fire, sign, or inspection steps. Use Building Inspections, the city’s permitting contacts, and the current permit costs and fees page for the project you plan.
Food trucks, trailers, and temporary food
Do not treat every food setup as the same permit. Salt Lake County’s mobile food page says mobile food units operating in the county need a current active mobile food service permit and tells applicants to contact the city where they plan to operate. Temporary public-event food generally follows the county’s temporary food path. West Valley City also distinguishes stationary food-vending units from mobile food-vending vehicles, so describe your unit precisely. See our food truck license guide for a broader checklist.
Salt Lake County requirements
Being in Salt Lake County does not create a second general county business license for a West Valley City address. Salt Lake County’s current business licensing and permitting page says the county no longer provides business licenses and routes municipal-service-area licensing to the Municipal Services District.
The county still controls important functions. The Health Department permits page covers food and public-health-regulated businesses. A restaurant or other permanent food facility can use the county’s permanent-facility permit path. Other programs include mobile and temporary food, body art, cosmetology facilities, lodging, massage facilities, tanning, tobacco, pools, and other regulated activities.
The Salt Lake County Assessor says non-exempt tangible business personal property is valued and assessed annually. If you own equipment, fixtures, furniture, tools, or machinery, check the Assessor’s current filing and exemption rules.
Utah state steps
Utah does not have one statewide general business license that replaces the city license. Your state steps depend on structure, business name, sales, workers, and regulated activity.
Entity or DBA
The Utah Division of Corporations and Commercial Code handles entities, DBAs, and renewals. The current action path is the Business Registration System using UtahID. Commerce’s online instructions route formations, registrations, DBAs, annual reports, renewals, amendments, and many other filings through that system.
On October 1, 2026, Utah recodified its business-entity statutes: Title 16 changed from the former “Corporations” structure to a new “Business Entities” framework. This changed statutory organization and citations, but the ordinary filing action remains the Business Registration System. The old article’s fixed LLC and DBA fee figures have been removed because its linked schedule was for an earlier fiscal year; confirm the current fee at filing time.
Taxes and employees
The Utah State Tax Commission provides the TC-69 business tax application through its current business tax page and TAP. If you hire, check Utah withholding through TAP, unemployment insurance with the Department of Workforce Services, and workers’ compensation with the Utah Labor Commission. Utah also requires employers to report newly hired or rehired employees to the New Hire Registry within 20 days of the first day of work.
Professional and industry licensing
Check DOPL for state-licensed professions and construction trades, DABS for alcohol, Motor Vehicle Enforcement for regulated vehicle businesses, and the Utah Department of Agriculture and Food for cottage food.
Future contractor-law change
Utah’s legislative recodification schedule says the Construction Trades Licensing Act is re-enacted and broadly renumbered effective January 1, 2027. Contractors should use DOPL’s current licensing pages and recheck statutory citations at the next review.
West Valley City’s “Business Licensing Steps” page still carries older “One-Stop Online Business Registration” language. Use the current state systems linked above for Utah filings and employer accounts.
Federal steps
Get an EIN, when needed, directly from the IRS EIN page. Some industries also need federal permits; use the SBA licenses and permits guide as a map and then verify with the controlling federal agency.
FinCEN issued a final BOI rule on August 11, 2026. Its current quick reference says U.S. companies are exempt from BOI reporting and only certain foreign companies registered in the United States remain reporting companies. The practical domestic-company exemption existed before this review period, so the August final rule did not newly create that exemption for a typical Utah-created business.
Costs you can plan for
Your budget may include several separate charges. Do not combine city licensing, state filings, health permits, building work, inspections, or professional licenses into one “business license fee.”
| Cost type | What to verify |
|---|---|
| West Valley City license | Use the city portal or Business Licensing for the current amount tied to the exact license type. |
| Home business | Check both the city’s under-$2,000 licensing exemption and Utah’s separate home-business fee protection. |
| Utah entity or DBA | Use the current Business Registration System and current Commerce fee information at filing time. |
| Utah tax account | Use TAP and the Tax Commission notice for the account and filing frequency. |
| County health permit | Use the Health Department page for the exact food or regulated-business permit. |
| Building, sign, or fire work | Confirm current city permit and review costs for the exact project. |
What does this mean for me?
Do not ask only, “Do I need a business license?” Ask which city, county, state, and federal steps match the exact activity and address. Write down what you sell, where work happens, whether customers visit, whether food or alcohol is involved, whether you hire, and whether you will change the space.
Real-world examples
| Business idea | Likely checks | Why it matters |
|---|---|---|
| Home online craft seller | Home Business License or city affidavit when applicable; Utah home-business fee protection; entity/DBA if needed; sales-tax review; platform rules. | Online sales do not automatically remove local or state steps. |
| Cleaning service using a home office | Home-business licensing and zoning; entity/DBA if needed; EIN and employer accounts if hiring; new-hire reporting; workers’ compensation when required. | The home can still be the business base even when work occurs off-site. |
| Restaurant or bakery | Commercial city license, zoning, building/fire/sign review as needed, county food permit, Utah tax account, and employer steps. | Food, customers, buildout, signs, and workers add layers. |
| Food truck or trailer | Correct city vending/license path, county mobile food permit and plan review, fire requirements, commissary/restroom requirements when applicable, and Utah tax review. | Mobile and stationary vending can follow different rules. |
| Rental dwelling owner | West Valley City Rental Dwelling Business License and county property-tax checks. | The city expressly lists rental dwelling owners as a licensing category. |
A compact compliance checklist
- Confirm the address is inside West Valley City.
- Check zoning before leasing, operating from home, remodeling, parking a vending unit, or adding signs.
- Choose the correct city license type and use the current city portal.
- For a home business, check the city’s licensing exemption and Utah’s separate fee protection.
- Use the Utah Business Registration System for an entity or DBA if needed.
- Use TAP for Utah tax accounts that apply.
- Check Salt Lake County Health permits for food or other regulated facilities.
- Check business personal property rules if you own taxable equipment.
- If hiring, check withholding, unemployment, new-hire reporting, and workers’ compensation.
- Check the proper state regulator for licensed professions, alcohol, motor-vehicle activity, construction, or other regulated work.
- Get an EIN directly from the IRS if needed.
Common mistakes
- Signing a lease too early. Confirm zoning first.
- Calling every filing a business license. LLCs, DBAs, tax accounts, health permits, EINs, and city licenses are different.
- Using old Utah portal wording. Current entity/DBA filings use the Business Registration System; current tax registration uses TAP.
- Missing the home-business fee rule. The city’s $2,000 licensing exemption and Utah’s off-site-impact fee protection are different.
- Assuming Salt Lake County adds another general license. County health and property-tax duties are separate from the city license.
- Treating every food setup the same. Permanent, mobile, stationary-vending, and temporary-event paths can differ.
- Stopping at withholding when hiring. Unemployment, new-hire reporting, and workers’ compensation may also apply.

FAQ
Does West Valley City require a business license?
West Valley City says a business with a place of business inside city limits must obtain a city business license unless an exemption applies. Section 17-1-102 also says a separate license is required for each business type and each place of business unless otherwise provided.
What is the city business license office in West Valley City?
West Valley City Business Licensing handles city business licenses. The city currently lists the office under Finance at City Hall, 3600 South Constitution Boulevard, with phone number 801-963-3290.
Do I need a West Valley City license for a home business?
The city’s current license-type page says a resident whose home is the business base needs a Home Business License, but the city also lists a licensing exemption for home occupations grossing less than $2,000 per year with an affidavit. Utah law separately limits municipal fees for qualifying resident home-based businesses based on off-site impact, so ask Business Licensing how both rules apply.
Is a Utah LLC the same as a West Valley City business license?
No. A Utah LLC is a state business-entity filing. A West Valley City business license is a local city requirement tied to business activity and location. An LLC does not replace city licensing, zoning, tax registration, health permits, or professional licensing.
Who handles food permits in West Valley City?
Food businesses should check both West Valley City Business Licensing and the Salt Lake County Health Department. Permanent food facilities, mobile units, and temporary-event food can follow different county permit paths, and the city business license is separate from the county health permit.
Where do I get a Utah sales tax number?
The Utah State Tax Commission provides the TC-69 business tax application through Taxpayer Access Point, also called TAP. Use the Tax Commission’s current business tax account page to apply for the sales/use tax account or other Utah tax accounts that apply.
Update note
Last updated: October 6, 2026
Next review: January 4, 2027
This review rechecked city licensing and zoning, home-business rules, county jurisdiction and health permits, Utah filing and tax systems, employer steps, and federal BOI guidance. No material West Valley City business-license or portal change was found for April 1 through October 1, 2026. Utah’s Title 16 business-entity recodification took effect October 1. The article also corrects older home-business, county-jurisdiction, state-portal, state-fee, and employer guidance that predated this review window.
