City business license guide

Starting a business in Goodyear means checking more than one government layer. Goodyear has a city business-license requirement, but the city code also lists exemptions. A storefront may need zoning, occupancy, building, sign, or fire approvals. Food businesses may need Maricopa County permits. Tax, entity, employer, contractor, other regulated activities, and other regulated-business rules can come from Arizona agencies.
This guide gives you a practical order for checking those requirements before you pay a fee, sign a lease, build out a space, or begin operating.
Bottom line
Goodyear’s current business-license page cites City Code 8-7-3(A) and says that every person conducting business within the city must obtain a city business license, whether or not the business has a fixed Goodyear location, unless an exemption applies. The same city page lists exemptions for several categories, so do not assume that every side business, home activity, special-event vendor, residential rental, or remote seller follows the same path.
If you will use a physical location, treat the business license and the location approval as separate questions. Goodyear directs physical-location businesses to Development Services for zoning clearance, home-business questions, building permits, and Certificates of Occupancy. The city’s Accela Development Center is the current portal for development applications, payments, inspections, and project status.
Important 2026 changes for Goodyear businesses
- New zoning ordinance: Goodyear’s comprehensive zoning-ordinance update took effect August 5, 2026. New planning applications submitted on or after that date must comply with the updated ordinance.
- New building and fire code editions: Goodyear adopted the 2024 International technical codes in 2026. The city’s 2024 International Fire Code became effective April 23, 2026, and the listed building codes with local amendments became effective June 23, 2026.
- New Arizona entity-filing portal: the Arizona Corporation Commission replaced eCorp with the Arizona Business Center on January 12, 2026. Beginning July 20, 2026, online users also became subject to the Commission’s new identity-verification step.
These changes matter even if the basic Goodyear business-license rule did not change in 2026. A business can have the right city license and still use the wrong zoning standard, building-code edition, or state filing system.
Quick start: check these in this order
- Confirm the address is actually in Goodyear. A mailing address that says Goodyear is not proof of municipal jurisdiction. Use the city’s official GIS city-limits data and confirm with the city when the boundary matters.
- Decide whether the city business-license rule or an exemption fits you. Start with Goodyear Business License Services, not an old third-party summary.
- Check the location before signing a lease. Use the current Goodyear Zoning Ordinance and the Development Center for zoning, building, occupancy, signs, and inspections.
- Check county-regulated activities. Food establishments, caterers, mobile food, and temporary food can involve Maricopa County Environmental Services even when the business is inside Goodyear.
- Check Arizona filings. Form an LLC or corporation through the Arizona Corporation Commission if you choose that structure, check Arizona TPT for taxable activity, and use the Secretary of State route if you voluntarily file an Arizona trade name.
- Check your exact industry. contracting, food, short-term rentals, special events, and other regulated activities can require separate state or local approvals.

Goodyear’s city business license
The city’s current Business License Services page is the best starting point. It cites City Code 8-7-3(A) for the general requirement and links the city’s code, application path, invoice-payment route, exemptions, and renewal information.
How to apply
Goodyear uses an online Business License Request Form for a new license, contact-information updates, and cancellations. The city says it processes the application and then emails an invoice. Do not confuse that city business-license process with Arizona TPT registration or with an LLC filing.
The current Business License Services page does not publish a base business-license amount in its application instructions. Because an older city FAQ uses former “Business Registration Permit” terminology, confirm the amount on the current city invoice before paying.
Renewal and multiple locations
Goodyear says business licenses expire on December 31 and that its annual renewal process begins around November 1. City Code 8-7-3(B), as linked by the city, requires a separate license for each physical Goodyear location where business is conducted. If you close, sell, move, or add a location, update the city instead of assuming the existing license automatically follows the business.
Important exemptions
Examples on Goodyear’s exemption list include qualifying no-customer home occupations, employees of licensed or exempt businesses, certain residential tutoring, some non-state-licensed caregiving or child care, qualifying special-event vendors, certain residential rentals, and some remote businesses covered only because of Arizona economic nexus.
A city-license exemption does not automatically remove zoning, tax, health, professional, event, or fire rules. Match your facts to the current exemption language before relying on one.
City limits, zoning, occupancy, building, fire, and signs
Location can change the answer. Goodyear maintains an official City Limits GIS layer. If a site is near a boundary or has a Goodyear mailing address but uncertain jurisdiction, verify it before filing.
Use the zoning rules effective August 5, 2026
Goodyear approved a comprehensive zoning-ordinance update in July 2026, effective August 5, 2026. The city states that all new planning applications submitted on or after August 5 must comply with the updated ordinance. The zoning page also links the current ordinance and interactive zoning map and marks the pre-August 5 ordinance as no longer in effect.
Before signing a lease, confirm that your exact use is allowed and whether planning review, parking, or other conditions apply. A “commercial” space is not automatically approved for every use.
Accela Development Center and Certificate of Occupancy
Goodyear’s current Development Center uses Accela Citizen Access for applications, payments, inspections, and project status. Existing projects may still use ProjectDox material.
The Permit Division issues construction permits and processes Certificates of Occupancy. The city’s development resources include change-of-occupant, tenant-improvement, new-construction, fire-protection, and permanent-signage guides. Do not assume a prior tenant’s approvals cover a new use.
2026 building and fire codes
Goodyear’s currently adopted building-code page says the 2024 International technical codes were adopted by the City Council on March 23, 2026. The 2024 International Fire Code became effective April 23, 2026, while the listed building codes with local amendments became effective June 23, 2026.
Goodyear Fire Prevention handles existing-business inspection requests and certain operational or hazardous-material permits; new-construction inspections run through Development Services. Ask for the exact path when your activity changes fire-safety conditions.
Home-based businesses need a category check
Goodyear’s own pages make it important to identify which home-business category actually fits you. The current Business License Services page says that “Home Occupations,” as defined by City Code 8-7-1, are exempt from the city business license when they do not receive customers, clients, or patrons at any time.
Separately, the city’s current Home Based Business page lists operating standards for home businesses and says those businesses are subject to annual city licensing. The page describes limits involving exterior changes, traffic, resident operation, outside employees, signs, parking, hours, and the share of the home used for the business.
The no-customer home-occupation exemption is narrower than simply working from home. If clients visit, goods move through the dwelling, or the activity is specially regulated, ask Business License Services and Development Services which category applies. Check lease and HOA restrictions separately.

Food, short-term rentals, special events, and contractors
A Goodyear business license is only one layer. The following examples show why the exact activity matters.
Restaurants, caterers, food trucks, and temporary food
Maricopa County Environmental Services handles many food-establishment permits and inspections. Its permitting system separates fixed food establishments, catering, mobile food, annual-event food, and temporary or seasonal food. A food truck should not be routed as though it were a restaurant, and a one-time event booth should not be treated as a normal mobile-food permit.
County food approval can sit beside Goodyear zoning, building, fire, event, and business-license rules. Start with county Permitting Services and, for mobile operations, Mobile Food Establishments.
Short-term rentals
Goodyear says short-term rentals no longer use the general business license; owners need the separate STR license. The current Short-Term Rentals page requires a state TPT number and lists a $250 non-refundable city STR fee, with annual renewal. Confirm the current page before filing.
Special events and vendors
Qualifying special-event vendors can be exempt from the city business license, but the event itself may still need a Special Event Permit . Crowd size, road impacts, temporary structures, unusual land use, dangerous displays, other regulated activities, food, fire, and traffic control can trigger separate steps.
Contractors and construction trades
Arizona contractor licensing is handled by the Arizona Registrar of Contractors, not by the Goodyear business-license office. If the work falls within a licensed contractor classification, use the Registrar’s contractor-license application guidance. A state contractor license does not replace Goodyear permits for work at a specific property.
Child care
Goodyear’s city-license exemption covers certain caregiving, child-care, or babysitting activity only when Arizona state licensing is not required. If your operation falls under state child-care licensing, start with Arizona Department of Health Services Child Care Facilities Licensing.
What Maricopa County does — and does not do
Maricopa County’s licensing page says the county does not issue or require a general business license for unincorporated areas and tells businesses in incorporated cities to check with the municipality. That means a Goodyear business should not file for a made-up “Maricopa County general business license” on top of the Goodyear city license.
County functions can still reach businesses inside Goodyear. Maricopa County specifically directs food establishments and activities to Environmental Services, and county permitting guidance says projects involving food, air quality, or other environmental factors may need county permits. County other regulated activities or other statutory procedures can also apply in the situations identified by county law.

Arizona entity, trade name, tax, and federal ID steps
LLC or corporation: Arizona Business Center
Arizona LLCs and corporations file through the Arizona Corporation Commission. In January 2026, eCorp was replaced by the Arizona Business Center. Beginning July 20, online users also became subject to the Commission’s identity-verification step.

Trade name / DBA
Arizona’s Secretary of State says a trade name creates a public DBA-style record, is not legally required, and is not an LLC or corporation. Trade-name filing is now online; the old PDF route is no longer accepted. Use the current Trade Names and Trademarks page.
Transaction Privilege Tax
Arizona’s sales-tax-style system is Transaction Privilege Tax. ADOR lists taxable classifications including retail, restaurants and bars, lodging, commercial leasing, rentals, contracting, transportation, and others. TPT depends on the activity, not simply on holding a Goodyear license.
Use ADOR’s TPT license application guidance and AZTaxes.gov. The current Joint Tax Application is Form JT-1. ADOR also uses JT-1 for employer withholding and to begin the Arizona unemployment-insurance registration process.
Near-term 2027 renewal: ADOR says active TPT licenses must renew for 2027. Its current table lists Goodyear’s municipal TPT renewal fee as N/A, but renewal is still required when applicable. Review the renewal instructions before January 1, 2027.
Federal EIN
An EIN is a federal tax ID, not a business license. Apply free through the IRS EIN application when your business needs one.
If you hire employees
Hiring creates a separate state path. ADOR uses the JT-1 for Arizona withholding and transmits it to the Department of Economic Security for unemployment-insurance review. Arizona also requires employers to report newly hired and rehired employees within 20 days.
Use the current ADOR employer-withholding guidance and DES unemployment employer guidance. Do not assume that obtaining a Goodyear business license creates these employer accounts for you.
Common mistakes that cost time
- Using an old Goodyear form or old terminology. Start with the city’s current Business License Services page and current Accela Development Center.
- Assuming the mailing city proves jurisdiction. Verify the site against Goodyear’s city limits when the boundary is uncertain.
- Getting the business license before checking the use. A license does not prove that your proposed use is allowed by zoning or that the space is ready for occupancy.
- Applying old zoning rules to a new 2026 application. Planning applications submitted on or after August 5, 2026 use the updated zoning ordinance.
- Treating all home businesses the same. Goodyear has a narrow no-customer home-occupation business-license exemption and a separate home-business standards page. Match the correct category.
- Assuming the county has a general business license. Maricopa County says it does not. County food and environmental permits are different.
- Using an LLC as a substitute for permits. Entity formation does not replace city, county, tax, zoning, fire, health, or professional approvals.
- Sending every food business down one path. Restaurant, catering, mobile food, and temporary-event food have different county permit routes.
