City of Fresno requirements

Business Tax Certificate

The City of Fresno places local business registration under its Business License and Tax Certificate program. The city explains that “license” here relates to business tax, not proof that you hold a professional license. Some businesses may need both the city certificate and other permits.

Zone Clearance before the city certificate

The Fresno application notice says you are required to obtain zone clearance for your business location from the City of Fresno Planning Department before applying for a new Business Tax Certificate. The county’s Food Facility Permit Information page says anyone selling or giving away food to the public must first obtain a Permit to Operate. California does not replace the Fresno city layer. State steps depend on setup, sales, employees, and regulated work.

Seller’s permit and CDTFA accounts

CDTFA says you must obtain a seller’s permit if you are engaged in business in California and sell or lease tangible personal property normally subject to sales tax at retail.
