City requirement: Business Operations Tax

The main city step is the Business Operations Tax. The city’s official page says the City of Sacramento does not issue a general business license. It also says Sacramento City Code Chapter 3.08 requires businesses that operate in the city to obtain a Business Operations Tax certificate.

Who should check this

California does not replace Sacramento’s local tax certificate. State steps depend on your structure, products, workers, and industry.

Entity registration

If you form an LLC, corporation, LP, or other filed entity, use the California Secretary of State’s bizfile system. Sole proprietors usually do not form with the Secretary of State just because they start business, but they may still need a county FBN and city BOT account.

Seller’s permit

The CDTFA says you must obtain a seller’s permit if you are engaged in business in California and intend to sell or lease tangible personal property that would usually be subject to sales tax if sold at retail. This can apply to individuals, corporations, partnerships, and LLCs.

Employer payroll registration

The EDD says a business that employs one or more employees must register as an employer and set up an EDD payroll tax account within 15 days of paying more than $100 in wages in a calendar quarter. Use the EDD employer registration page if you will hire workers.

California income and franchise tax

The Franchise Tax Board says businesses doing business in California are subject to California tax laws. Filing and payment rules depend on your entity type and activity. Start with the FTB page on doing business in California.

Federal steps to check

Many Sacramento businesses need an Employer Identification Number. The IRS says you can get an EIN directly from the IRS for free, and it warns that you never have to pay a fee for an EIN. Use the official IRS EIN page.

Fire permits and inspections

Special city permits
