Starting a business in Mobile can mean more than one license or permit. You may need a City of Mobile business license, a Mobile County state/county business privilege license, Alabama tax accounts, zoning clearance, and special permits based on what you sell, where you work, and whether you hire.
This guide explains the main layers in plain English. It does not replace official agencies or a licensed professional.
Bottom line
In Mobile, the local city requirement is called a City of Mobile business license. The City says a business license is required for a person, firm, or entity conducting business from, into, or within the City of Mobile and its Police Jurisdiction. Start with the City Revenue Department’s business license application and renewal page, because it also routes you to the City location check, zoning-clearance step, business-type applications, and renewal path.
Also check the Mobile County License Commission business license page for the state/county business privilege-license layer. Alabama Department of Revenue says these licenses are issued through the county Probate Judge or License Commissioner and are separate from municipal licenses.
Mobile business changes: April 1–October 1, 2026
- Downtown zoning code: Build Mobile’s current code library lists the Downtown Development District Appendix as effective July 20, 2026. If your address is downtown, use the current DDD rules and zoning-clearance process rather than an older downtown handout.
- 2026 state/county privilege-license renewal: Alabama Department of Revenue announced that because October 31, 2026 falls on a weekend, renewals postmarked by November 2, 2026 are timely, and delinquent penalties should not start until November 3. Mobile County’s online-renewal FAQ still describes the normal October 1–31 online window, so do not assume the online system stays open after October 31.
Quick start: what to check first
- Check your location. Use the City business-license page to confirm whether the address is in the City, the City Police Jurisdiction, or outside the City. The exact boundary can change which local rules and rates apply.
- Get zoning clearance before you commit to a site. The City says zoning clearance must be attached before its business-license application can be processed. Use the current Step 2 link on the City business-license page; the older standalone Build Mobile zoning-clearance URL used in this article is no longer a working page.
- Register the entity if your structure requires it. LLCs, corporations, nonprofits, and foreign entities should use Alabama Secretary of State Business Entities.
- Open tax accounts that match your activity. Use ALDOR business tax registration and My Alabama Taxes for sales, sellers use, rental, lodging, withholding, and other listed accounts when they apply.
- Check county licensing. Ask the Mobile County License Commission which state/county privilege-license category fits the exact work you do.
- Route regulated activity separately. Food, alcohol, contracting, signs, building work, fire review, mobile vending, and some professional work can require approvals in addition to the general city and county layers.

The license layers in Mobile
One business can have several approvals. A city license does not replace county, state, tax, employer, zoning, or industry rules.

City of Mobile business license
The City calls its local approval a business license. Start with the City business license application and renewal page. It contains the location check, zoning step, business-type routes, and renewal link.
Who may need the city license?
The City says the license applies to a person, firm, or entity conducting business from, into, or within Mobile and its Police Jurisdiction. This can include storefronts, home businesses, contractors, mobile businesses, and some out-of-city businesses doing work in Mobile.
Police Jurisdiction is not the same as city limits. Alabama law limits municipal licensing outside corporate limits, and ALDOR tracks police-jurisdiction changes. Mobile has no listed 2026 police-jurisdiction reduction on ALDOR’s 2026 table, but the exact address still matters. Use the City lookup.
How the city application works
The current City page routes applicants through location, zoning clearance, owner type, business type, documents, and submission. It has separate paths or added requirements for alcohol, apartment complexes, contractors, convenience stores, electrical work, food trucks, hotels, mechanical trades, plumbers, restaurants, roofers, peddlers, and general businesses.
Use the exact route. Alcohol goes through the Alabama ABC Board first. Restaurants and food trucks have health and fire steps. Construction trades can require the matching state credential plus City documents.
City renewal and late cost warning
City licenses expire December 31, are due January 1, and become delinquent after January 31. The current 2026 notice says 15% penalty in February and total 30% beginning in March, plus applicable interest. Recheck the City notice each renewal year.
Mobile County requirements
Alabama has a separate state/county business privilege-license layer. ALDOR says the requirement applies to business activities described in Title 40, Chapter 12, and the license is issued through the county Probate Judge or License Commissioner unless the law says otherwise. ALDOR does not administer municipal licenses.
In Mobile County, start with the Mobile County License Commission. Its new-business guide also separates county, City of Mobile, state, health, and other agency contacts. Ask the county to classify your exact activity instead of choosing a category because another business sounds similar.
The normal privilege-license year ends September 30. Mobile County says licenses normally renew without penalty October 1–31 and its online renewal system normally operates during that October window. For the 2026 renewal only, ALDOR announced that renewals postmarked by November 2, 2026 are timely because October 31 falls on a weekend; penalties should not start until November 3. If you reach November 1 or 2, contact the County about the available renewal method because its FAQ does not promise that the online system stays open after October 31.
Alabama and federal steps
Entity and business name
LLCs, corporations, nonprofits, partnerships, and foreign entities should use Alabama Secretary of State Business Entities when a state entity filing applies. This does not replace the Mobile license.
For a business name, Alabama’s Secretary of State also administers trade-name registrations. A trade name, entity name, and City license name are different issues; do not assume there is one universal county “DBA” filing.
Alabama tax accounts
Use ALDOR business tax registration and My Alabama Taxes for accounts such as sales, sellers use, rental, lodging, and withholding when they apply. ALDOR says online registration is provided at no charge.
If you hire employees
Hiring can create separate steps: Alabama withholding through My Alabama Taxes, unemployment employer registration through Workforce Alabama, and New-Hire Reporting. An EIN does not complete these state duties.
Federal
The IRS provides an EIN directly for free. Current FinCEN BOI guidance says U.S.-created entities and their beneficial owners are exempt from BOI reporting, while certain foreign entities registered to do business in the United States can still have reporting duties.
Zoning, building, health, fire, signs, and industry permits
A business license is not zoning approval, a Certificate of Occupancy, a building/sign permit, fire approval, or a health permit. The address and activity control these extra steps.
Zoning and home businesses
The City says zoning clearance must be attached before its license application can be processed. Use the current Step 2 route on the City business-license page and Build Mobile maps. The old standalone zoning-clearance URL formerly used here is no longer a working page.
Mobile’s home-occupation rules are specific. Current Article 4 materials limit a home occupation to 25% of the dwelling floor area, allow on-site services by residents, bar nonresident employees from working on the property, and allow no more than one customer visit at a time. Vehicle/trailer and storage limits also apply. These zoning rules do not replace the City license or an activity-specific state rule.
Qualifying home food businesses may instead fit Alabama’s cottage food program. It has its own food-safety, labeling, direct-sale, and local health-department review rules. City zoning and licensing still need separate review.
Downtown, building, and occupancy
Build Mobile’s current forms and code library lists the Downtown Development District Appendix as effective July 20, 2026. It also links building, electrical, mechanical, plumbing, fuel-gas and sign permits, online permitting, and occupancy forms. For a completed commercial project, use the commercial Certificate of Occupancy request.
Food, mobile food, and temporary events
Use the Mobile County Health Department permits page for current food and temporary-event paths. MCHD says temporary permits are event-specific. The City says restaurants and food trucks also need fire-related steps. A food truck at a City park needs a Food Truck Park Permit. Check current MCHD fees rather than older fee sheets.
Alcohol and contractors
The City directs alcohol applicants to the Alabama ABC Board before the City alcohol-license step. Contractor paths differ by trade, so match home building, general contracting, electrical, mechanical, plumbing, or roofing work to the proper state credential and City application. Costs you can plan for
Some costs are fixed. Others depend on license class, gross receipts, business type, location, construction work, inspections, or a state-board category. Use the office that charges the fee; do not build a budget from an old article or a similar business.

What does this mean for me?
It means you should not ask only, “Do I need a business license?” A better question is, “Which city, county, state, federal, zoning, tax, and industry steps apply to my exact business?”
A small online seller in a home office may have different steps than a restaurant on Dauphin Street, a food truck working events, a roofing contractor, or an out-of-city service business doing jobs inside Mobile. The label “business license” is only one part of the picture.

Real-world examples
Example 1: home-based bookkeeping service
Check the City license and zoning-clearance path first. Then compare the home-occupation standards to your actual setup: floor area, customer visits, on-site workers, vehicles, and storage. If you form an LLC, handle the Secretary of State filing separately. Add tax and employer accounts only when your facts trigger them.
Example 2: restaurant in a leased space
Check zoning before signing the lease. Expect the City business-license path, MCHD food approval, fire review, sales-tax accounts, county privilege-license review, and any building, sign, or Certificate of Occupancy steps caused by the site or build-out.
Example 3: contractor based outside Mobile
Ask City Revenue whether work from, into, or within Mobile puts the job in the City or Police Jurisdiction licensing rules. Then match the trade to the correct state board and City application; also check county privilege licensing and project permits or inspections.
Common mistakes to avoid
- Thinking an LLC, EIN, trade name, or tax account is the City business license.
- Signing a lease before zoning clearance or use approval.
- Using the old Build Mobile standalone zoning-clearance URL instead of the current route from the City license page.
- Assuming a home business has no zoning limits because customers rarely visit.
- Treating every contractor, food business, or vendor as if the same permit path applies.
- Renewing the City license but forgetting the separate state/county privilege license.
- Missing the special November 2, 2026 timely-renewal deadline while assuming the online county system also stays open past October 31.
- Paying a private site for an EIN when the IRS provides it for free.
- Using an old MCHD fee sheet or old BOI instructions when current official pages say something different.

- Write your exact business activity in one sentence.
- Confirm whether the address is in City limits, the City Police Jurisdiction, unincorporated Mobile County, or another municipality.
