Do not rely on a rented mailing address or P.O. box as the license location. The city form asks for the actual business location and says not to use a P.O. box for the present business location.

The Little Rock Business License

Little Rock’s official materials call the local requirement a Business License. The city ties the license to zoning review. The business license form says it is used to calculate and assess fees and cannot be issued for a new business or change of location until the Zoning Division reviews and approves it.

The city application asks whether the business is home based, whether it is a new business, change of ownership, or existing business with a change of address, and whether the business sells tobacco or alcohol. It also asks whether the business maintains inventory and whether it stores flammable or explosive materials.

That matters because your answers can send the application to more than one city or state office. A retail shop with inventory is different from a home bookkeeping office. A restaurant is different from a cleaning service. A contractor pulling permits is different from an online seller working from home.

Do not open first and fix it later. The city application notes that citations can be issued to businesses that fail to comply with the business license ordinance. It also says false statements or misrepresentation may make the license null and may forfeit fees paid.

Pulaski County steps

DBA or business name

Little Rock’s business portal says that if you do not file with the Secretary of State, you will have to register the name of your business by obtaining a DBA certificate from the Pulaski County Clerk’s office. Check the city business entity page and the Pulaski County Clerk before using a business name that is not your personal legal name.

Business personal property

Businesses in Pulaski County may also need to assess business personal property. Little Rock says all businesses located in Pulaski County must pay business personal property taxes for property used in business. The Assessor lets businesses assess business property online and lists forms on its links and documents page.
